The Veterans Federation of the Philippines, created by RA 2640 in 1960, and its affiliate member organizations as of 2004. Under this law, the VFP became the umbrella organization of all veterans and retirees organizations in the Philippines. It is through the VFP that government listens to, and acts in behalf of, all Filipino veterans. The President's liaison to all veterans and retirees is the OPAVA.

TO THE VFP SUPREME COUNCIL:

Precisely, all members of the USAFEE and their spouses will be gone-only AFP retirees and spouses; and young spouses of deceased AFP soldiers remain, who will be left member of the VFP? members of the two latter categories are not interested to join the VFP

yes, when all WW2 and Korean War veterans are gone, the VFP can and will become the umbrella organization of AFP retirees, who under the law are now also considered as veterans.
Because it is an organization created by a law, which veterans are therefore required to follow, they will have no choice but to join the VFP, either individually or through their various organizations which can become members.
The VFP is currently now managed more by retired AFP officers than by WW2 and Korean War veterans. Jerry Adevoso

Contrary to public perception perhaps, the number of veterans in the Philippines is not decreasing but increasing. every year, more AFP retirees are added to the ranks of veterans. this will inevitably create more pressures on our national budgets for veterans benefits and for this reason alone, the veterans will continue to need a single umbrella organization and voice to represent their various concerns, problems and issues.
